A choke-input filter uses an inductor (choke) in series with the load immediately following the rectifier. The inductor opposes changes in current, which helps to maintain a steady output voltage even as the load's current demands fluctuate. This results in superior voltage regulation compared to other filter designs. While capacitor-input filters provide a higher maximum output voltage (closer to the peak AC voltage), their output voltage drops significantly under heavy load. A choke-input filter yields a lower overall voltage (closer to the average AC voltage) but keeps it much more stable across varying loads. Therefore, "highest output voltage" is a distractor describing a capacitor-input filter.
