Answer Notes

Amateur radio operators are licensed exclusively to transmit on designated amateur radio bands. Even during disaster relief operations or when normal communication networks are severely disrupted, transmitting outside of these allocated bands using amateur equipment is strictly prohibited. If an amateur needs to communicate with non-amateur agencies, they must do so within the amateur bands (e.g., passing a message to a designated liaison station) or use standard non-amateur equipment. Breaking band boundaries violates spectrum management laws, which are in place to prevent interference with critical commercial, aviation, and government services.
