In 2003, the International Telecommunication Union (ITU) revised its global Radio Regulations regarding amateur radio. A major change was removing the universal mandate that operators must demonstrate Morse code proficiency to operate on high frequency (HF) bands below 30 MHz. Under the current international regulations, the decision is left entirely to individual national administrations. Each country can choose whether or not to include Morse code testing as a requirement for their own amateur radio authorizations. The other options are incorrect because the ITU neither strictly requires Morse code anymore, nor does it forbid countries from implementing it. It simply delegates the authority to the national level.
