In Canada, the installation of certain antenna systems may be exempt from the public consultation process. This exemption can occur if the proposed structure meets the exclusion criteria defined by the local municipal process OR if it falls under the federal exemptions outlined in ISED's Client Procedures Circular CPC-2-0-03.
The key here is the word 'OR'. If either the municipality explicitly excludes the system from consultation requirements, or the federal guidelines (CPC-2-0-03) exclude it (such as a mast under a certain height), the operator does not need to undergo public consultation.
