Answer Notes
Safety Code 6 is the Canadian standard that sets limits for human exposure to radiofrequency (RF) electromagnetic fields. Under these regulations, absolutely no transmitters are exempt from complying with the safety limits.
While some low-power transmitters might inherently fall well below the safety thresholds and thus not require a complex, formal station evaluation, they are still legally required to comply with the code.
Whether a transmitter is a massive broadcast station or a tiny portable device operating on battery power, it must not expose the public or operators to RF fields that exceed Safety Code 6 limits.
