Answer Notes

Voice (phone) contacts use only the "RS" portion of the RST system: Readability (1 to 5) and Strength (1 to 9). The Tone (T) value is omitted because there is no continuous carrier wave to evaluate for tone quality in voice modes. In the RS system, higher numbers denote better signals. A Readability of "1" is the absolute lowest score, meaning the audio is completely unreadable. A Strength of "1" is also the lowest score, indicating a faintly perceptible signal. Therefore, a "1 1" report means the signal is at the very bottom of both scales: unreadable and barely perceptible.
