When someone is working on a tower, the most immediate danger to the ground crew below is falling objects. Even a small item, like a nut, bolt, or a wrench, can gain lethal momentum when dropped from a significant height. Wearing a hard hat protects your head from these incoming hazards.
While a hard hat is an essential piece of safety gear, it has realistic limits. It will not save you if an entire heavy metal tower structurally fails and collapses on top of you.
Additionally, standard hard hats offer absolutely no shielding against RF energy during antenna testing. Its sole, critical purpose in this context is blunt impact protection from fumbled tools and hardware.
