FCC rules separate RF exposure limits into two categories: 'controlled' and 'uncontrolled' environments. A controlled environment is one where people are aware of and can exercise control over their exposure, such as the amateur operator and their family inside the ham shack.
An uncontrolled environment applies to areas where people have no knowledge or control over the RF fields, such as a neighbor's house or a public sidewalk. Therefore, when evaluating exposure at a neighbor's home, you must apply the stricter 'uncontrolled' limits. Note that MPE stands for Maximum Permissible Exposure, not Emission.
