Answer Notes

When you pass your very first amateur radio exam, the Volunteer Examiners will issue you a Certificate of Successful Completion of Examination (CSCE). However, this certificate does not grant you immediate operating privileges. You must wait until the Federal Communications Commission (FCC) officially grants your license and it appears in the Universal Licensing System (ULS) database. The FCC no longer automatically mails paper copies of licenses, so waiting by the mailbox will not help you determine when you can transmit. You must actively check the FCC's online ULS database to see if your call sign has been assigned. Note that the rules are different when upgrading an existing license. If you already hold a valid license and pass an upgrade exam, your CSCE allows you to use your new privileges immediately. But for your first license, the database appearance is the only legal starting line.
