Telemetry from a space station (satellite) consists of data transmissions reporting the health and status of the spacecraft, such as temperature, battery voltage, and solar panel output. Because this is simply an unencrypted downlink of scientific or operational data, absolutely anyone can tune in and receive it.
You do not need an amateur radio license just to listen to or decode these transmissions. An amateur radio license is only required if you intend to transmit to the satellite (the uplink).
The other options falsely suggest that special certifications, access codes from AMSAT, or specialized interrogating equipment are required, which incorrectly assumes listening to satellites is heavily restricted.
