In a resonant half-wave dipole, the antenna behaves electrically like an open-ended transmission line. Because the physical ends of the antenna are open circuits, electrons have nowhere else to flow, meaning the current drops to essentially zero at the tips.
Since the impedance at the ends of the dipole is extremely high (due to low current), the voltage reaches its absolute maximum at these points. Conversely, the voltage is at its lowest in the center of the antenna, where the feedpoint is typically located.
