Holding a standard Basic qualification allows an amateur radio operator to assemble and operate commercially available transmitter kits that are of professional design. Because the complex engineering, filtering, and safety parameters have already been established by the kit's commercial designers, simply following the assembly instructions does not require advanced technical certification. Building transmitters entirely from scratch (homebrewing) does require the Advanced qualification, as it involves designing and verifying complex RF circuitry to ensure it meets emission standards. However, for a professionally designed kit, the Basic certificate is perfectly sufficient.
