What minimum qualifications must an amateur radio operator hold to install a repeater operating on a single band in a voice mode?

Under Canadian amateur radio regulations, installing a repeater requires a higher level of technical competency than standard operation. Therefore, you must hold the Advanced qualification, in addition to Basic, to install a repeater, even if it operates on a single band in voice mode. Basic and Basic with Honours qualifications only grant standard operating privileges. Repeater installation demands the technical troubleshooting, interference mitigation, and system design knowledge tested in the Advanced exam. Morse code proficiency is an operating privilege and is entirely unrelated to repeater installation.
