Answer Notes
An amateur with an Advanced Qualification possesses the technical privileges to build, modify, and repair transmitting equipment. However, they can only perform this work on behalf of someone else if that individual is legally authorized to use the equipment.
You cannot legally install or place a transmitter into operation for an unlicensed individual to use, even if you are highly qualified yourself. The legality of the setup ultimately hinges on the end-user possessing the correct operating authorization for that specific apparatus.
