The privilege of designing, building, and operating homebrew transmitters or RF amplifiers is reserved exclusively for those with the Advanced qualification in Canada. This ensures the operator has the deep technical knowledge regarding filtering, spurious emissions, and RF safety required to prevent harmful interference. Operators with only a Basic or Basic with Honours certificate are legally restricted to using commercially manufactured equipment. They cannot build their own transmitters from scratch or heavily modify commercial transmitting gear. Morse code is an operating skill and has no bearing on equipment manufacturing.
