Answer Notes

The Canadian Radiocommunication Act contains strict privacy provisions protecting most non-broadcasting radio communications, such as those used by police, commercial, or marine services. Under normal circumstances, you cannot legally divulge or use the contents of a message intercepted on these frequencies. Amateur radio transmissions, however, are a specific legal exception to this secrecy rule. Because amateur communications are public, unencrypted by nature, and intended for open reception, their contents can be legally divulged or shared without violating privacy laws.
