When starting a conversation over amateur radio, regulations require that every operator transmit their own assigned call sign. This establishes the legal identity of each station participating in the communication right from the beginning. You are only legally responsible for identifying your own station. While it is a common operating courtesy to say the other station's call sign before your own (for example, "VA3DEF this is VE3ABC"), the actual legal requirement is simply that each station must transmit its own call sign.
