In any electrical emergency, your first priority is to secure the scene so you do not become a second victim. The only safe way to stop an ongoing electrical injury is to cut the power at the source.
Once the power is confirmed to be off, the victim is no longer a conductor for the electricity, and it is safe to approach them. At this point, you should immediately call emergency services and begin providing CPR or first aid as necessary.
Trying to drag the person away while the power is still active is incredibly dangerous. The current can easily travel from their body into yours, causing your own muscles to contract and trapping you both.
