Under FCC Part 97 rules, the responsibility of creating and maintaining the pools of questions for all U.S. amateur radio license exams is delegated to the Volunteer Examiner Coordinators (VECs). They collaborate to keep the question pools accurate, up-to-date, and aligned with current FCC rules and technical standards.
This collaborative effort is handled through the Question Pool Committee (QPC) of the National Conference of Volunteer Examiner Coordinators (NCVEC). Because the VECs manage this process, the FCC does not write or maintain the exam questions itself, which frees up government resources.
A common misconception is that the ARRL or the FCC maintains the question pools. While the ARRL is the largest VEC and highly visible, it is only one of several VECs authorized by the FCC, and the duty belongs to the VECs as a collective body.
