When General class licensees are not permitted to use the entire voice portion of a band, which portion of the voice segment is available to them?

The FCC structures amateur radio frequency allocations to grant more privileges to higher license classes. For bands where General class operators cannot use the full voice segment (such as on 80, 40, 20, and 15 meters), they are restricted to the upper frequency portion of that voice segment. The lower portions of these voice segments are exclusively reserved for Advanced and Amateur Extra class licensees. This band plan serves as an incentive for operators to upgrade their license to access the often less-crowded lower sections of the voice bands.
