Answer Notes

On the 40-meter band, the phone (voice) segment begins at 7.125 MHz. However, the portion from 7.125 MHz to 7.175 MHz is reserved exclusively for Amateur Extra and Advanced class licensees. General class operators are not allowed to transmit voice on 40 meters until 7.175 MHz. Looking at the distractors, Generals are fully permitted to operate CW between 28.000 and 28.025 MHz on 10 meters. Likewise, the General class phone segment on 15 meters begins exactly at 21.275 MHz, making 21.275 to 21.300 MHz perfectly legal. Therefore, only the 40-meter range of 7.125 to 7.175 MHz is prohibited for a General class control operator.
