Just like phone (voice) emissions, image transmissions (such as Slow-Scan Television or SSTV) require a relatively wide bandwidth to operate. The 30-meter band is exceptionally narrow at only 50 kHz wide and is shared with non-amateur primary users.
To prevent wideband signals from taking up too much space and causing interference, the FCC limits the 30-meter band exclusively to CW and narrowband data modes. Therefore, transmitting images on 30 meters is completely prohibited. You can, however, use image modes on the other listed bands within their designated phone/image segments.
