International third-party traffic regulations strictly limit the content of messages sent on behalf of unlicensed individuals across international borders. Even when a Third-Party Agreement exists with another country, these restrictions are in place to prevent amateur radio from competing with commercial telecommunications services.
Allowable content is strictly limited to remarks of a personal character, messages relating directly to amateur radio, or emergency and disaster relief communications. Any business communications or messages that could otherwise be routed through paid commercial services are strictly prohibited.
