D
Amateur Extra, General, and Technician

Answer Notes

Volunteer Examiners (VEs) are authorized by the FCC to administer examination elements only for license classes that are strictly lower than their own current operator license class. Because the General class is exactly one step above the Technician class, an accredited VE holding a General class license may only administer the Element 2 (Technician) exam. To administer the General class exam (Element 3), a VE must hold an Advanced or Amateur Extra class license. Administering an Amateur Extra exam (Element 4) strictly requires the VE to hold an Amateur Extra class license.
