The Volunteer Monitor (VM) Program is a formal agreement between the FCC and the ARRL. Under this program, experienced amateur radio operators are formally enlisted to monitor the amateur bands for rules violations as well as outstanding operating practices.
The goal of the program is to assist the FCC by gathering data and sending advisory notices, helping to keep the amateur radio service self-regulating. It is entirely separate from the Volunteer Examiner (VE) program, which handles licensing exams, and the frequency coordinator program, which manages repeater assignments.
