In the Amateur Radio Service, the FCC delegates the responsibility for station safety and rule compliance directly to the station licensee. Because you design, build, and operate your own station, you are uniquely positioned to manage its hazards.
As the station licensee, it is your legal duty to evaluate your station's RF emissions if they exceed certain power thresholds. You must ensure that antennas are placed safely so that neither your family nor the general public (such as neighbors or pedestrians) are exposed to RF fields exceeding FCC limits.
While the FCC establishes the safety limits based on health guidelines, they do not dispatch inspectors to evaluate individual amateur stations proactively. Local zoning boards deal with structural safety and aesthetics, not RF exposure regulations.
