Answer Notes

The International Space Station (ISS) routinely uses standard amateur radio frequencies on the 2-meter (VHF) and 70-centimeter (UHF) bands. Because Technician class licensees are granted full operating privileges on these bands, any Technician can legally transmit to and receive from the ISS without needing an advanced license. Furthermore, no special permission from NASA or any other government agency is required to make an amateur radio contact with the astronauts. As long as you follow standard FCC operating rules and use the correct frequencies, communicating with the ISS is just like making any other VHF/UHF contact.
