Answer Notes

The Technician class license is heavily focused on VHF and UHF frequencies, but it does grant a few specific privileges on the High Frequency (HF) bands. When it comes to phone (voice) emissions, Technicians are strictly limited to a single HF band: the 10-meter band, specifically in the sub-band from 28.300 MHz to 28.500 MHz. While Technicians do possess Morse code (CW) privileges on the 80, 40, and 15-meter bands, they are not legally allowed to transmit voice on those frequencies. To use phone modes on those lower bands, an operator must upgrade to at least a General class license.
