RACES stands for the Radio Amateur Civil Emergency Service. It is a special part of the amateur radio service that provides emergency communications for local, state, or federal civil defense organizations. Because it is directly tied to government emergency management, a control operator must be officially enrolled in that civil defense organization.
Many new hams confuse RACES with ARES (Amateur Radio Emergency Service). ARES is organized by the ARRL and is not a government entity, which is why membership in ARES or a recommendation from an ARRL Emergency Coordinator does not grant RACES privileges.
