Answer Notes

Frequency Coordinators are volunteers chosen by the very people they serve. They are selected by the local or regional amateur radio operators whose stations are eligible to be repeater or auxiliary stations. Because the amateur radio service is largely self-policing, the FCC does not appoint these coordinators. Instead, the community of repeater owners and operators bands together to recognize a coordinating body. This ensures that the management of frequency usage remains a democratic, localized process aimed at reducing mutual interference without direct government micromanagement.
