When your amateur radio license expires, your transmitting privileges cease immediately, even if you are within the standard two-year grace period. The grace period only allows you to renew your license without having to retake the examination; it does not extend your authorization to transmit.
If you transmit while your license is expired, you are operating illegally. The distractors suggest you can transmit as soon as you apply for renewal or during the grace period, but you must actually wait until the FCC processes the renewal and updates your status to active in the Universal Licensing System (ULS).
