Answer Notes

For a newly tested ham, operating privileges begin only when the FCC officially grants the license and it appears in the FCC's Universal Licensing System (ULS) database. This is the moment your new call sign is officially assigned and legally recognized. While you receive a Certificate of Successful Completion of Examination (CSCE) immediately after passing your test, this document does not authorize a first-time licensee to get on the air. The CSCE is merely proof that you passed the exam. The FCC no longer routinely mails out paper licenses, making the mail option obsolete. Furthermore, while the ARRL maintains its own useful database, it is the official FCC ULS database that serves as the sole legal authority for your operating privileges.
