Any licensed amateur radio operator may be the control operator of a station communicating through a satellite, provided they hold the privileges for the uplink frequency being used to transmit to the satellite. Space stations act similarly to repeaters in this regard, listening on an uplink frequency and retransmitting on a downlink frequency.
You do not need an Amateur Extra Class license, a special satellite certification, or AMSAT membership to communicate via satellites. As long as your current license class permits you to transmit on the specific Earth-to-space (uplink) frequency, you are allowed to use the satellite.
