Innovation, Science and Economic Development Canada (ISED) recognizes the comprehensive technical and operational knowledge required to hold the Canadian Radiocommunication Operator General Certificate Maritime (RGMC). Because of this rigorous standard, holders of the RGMC have demonstrated sufficient competence to be granted an Amateur Radio Operator Certificate without taking the amateur exams. The Restricted Operator Certificates (ROC-A, ROC-M, ROC-MC) focus narrowly on specific operating procedures for aviation or maritime use. They do not cover the broader electronics and regulatory fundamentals required for amateur radio, making them insufficient for an equivalency.
