During an amateur radio license examination, a team of at least three accredited Volunteer Examiners (VEs) must be present and actively observing the candidates. The FCC rules state that each administering VE is equally responsible for the proper conduct and necessary supervision of the exam session.
This shared responsibility ensures high standards of integrity. If testing fraud or a violation of rules occurs, every administering VE who signed the candidate's paperwork is held accountable. The liability does not rest solely on a designated session manager or the coordinating VEC.
