What should a VE do if a candidate fails to comply with the examiner’s instructions during an amateur operator license examination?

The integrity of the amateur radio testing process is paramount. If a candidate fails to comply with the instructions given by the Volunteer Examiners (such as refusing to put away a cell phone, communicating with others, or ignoring specific directives), FCC rules dictate that the VEs must immediately terminate that candidate's examination. Providing warnings or allowing the candidate to finish the test before invalidating the results compromises test security and can disrupt the entire session. However, punishing other compliant examinees by terminating everyone's exam is entirely unnecessary and incorrect.
