The amateur radio testing system in the United States is managed by Volunteer Examiner Coordinators (VECs). Organizations like the ARRL or W5YI serve as VECs and act as the liaison between local testing teams and the FCC.
To become a Volunteer Examiner (VE), an amateur operator must apply to and be accredited by one of these VECs. The VEC ensures the applicant meets all FCC requirements, holds the proper license class, and understands testing protocols.
The FCC itself does not directly accredit VEs, nor does the Universal Licensing System (ULS) or the Wireless Telecommunications Bureau. The VEC entirely handles the accreditation and forwards successful exam results to the FCC.
