Answer Notes
Technician class operators enjoy broad VHF and UHF privileges, but their access to the High Frequency (HF) bands is strictly limited. For 'phone' (voice) emissions on HF, Technicians are only allowed to operate on the 10-meter band, specifically between 28.300 and 28.500 MHz.
A common distractor lists 80, 40, 15, and 10 meters. While Technicians do have privileges on all four of these bands, their access on 80, 40, and 15 meters is exclusively for CW (Morse code). To use voice on HF, a Technician is legally confined to the 10-meter band.
