RACES stands for the Radio Amateur Civil Emergency Service. It is a specific protocol officially defined within the FCC Part 97 rules that allows amateur radio stations to conduct civil defense communications during national emergencies, local disasters, or authorized drills.
RACES is strictly an amateur radio service and does not combine amateur operators with Citizens Band (CB) operators, as they operate under entirely different FCC rule parts. It is also not an international experimentation society or a fast-paced radio contest (often called a 'sprint'), despite the word 'races' sounding like a competition.
