In Canada, the current requirement for the Morse code Qualification is the ability to send and receive Morse code by ear at a speed of 5 words per minute (wpm). This standard allows operators to access HF bands below 30 MHz if they do not hold Basic with Honours or Advanced qualifications. Historically, higher speeds like 12 wpm or 15 wpm were required for different classes of legacy licenses, which is why those numbers appear as distractors. However, the requirement has long since been standardized to the single, more accessible speed of 5 wpm to encourage operators to learn the mode.
