According to FCC Part 97 rules, amateur radio stations are strictly prohibited from communicating with unlicensed stations. There are very few exceptions to this rule, such as during a declared emergency or when specially authorized by the FCC (like communicating with military stations during Armed Forces Day).
Although the amateur 2.4 GHz allocation overlaps with commercial and consumer Wi-Fi frequencies, an amateur station operating under Part 97 rules cannot legally establish two-way communications with an unlicensed Part 15 Wi-Fi device. Thus, there is no part of the band where this is permitted.
